Yes, and a number of plants do exactly that for the first two quarters. Sense pays for itself on escape rate and rework alone, and it produces the labeled data Control needs later.
No, but it is far more useful with it. Without Control you get high-quality what-if analysis; with it, a validated scenario can be promoted directly to an assist-mode trial.
